Performed a detailed validation the work previously completed by Jacob’s Consultancy regarding airspace impacts of airline OEI procedures on downtown building development for technical accuracy, and recommended policy alternatives other than those then under consideration. Researched the policy actions taken by other communities faced with the same issue. The conclusions of this study would be used by the San Jose Chamber of Commerce and the City of San Jose in the public dialogue leading to a formal policy decision by the San Jose City Council.
