Paul-Andre Schabracq, AICP – Urban Planning
Mr. Schabracq is an urban planner with extensive experience in the preparation and implementation of land use plans and environmental impact analyses. As Principal of PAS and Associates, his firm has built a strong project management reputation in land use planning, environmental review (CEQA/NEPA) and implementing public participation programs – often garnering community consensus with controversial land use issues.
Mr. Schabracq has broad experience successfully dealing with planning problems unique to smaller cities. As the Planning Director for Cotati, he was responsible for both the planning and building inspection departments. While there, he prepared one of the first growth management policies and solar rights regulations in California, and implemented a 19 unit low-income housing project.
Mr. Schabracq also has experience in aviation policy, most recently for the County of Marin and the Bay Area Regional Aviation Workgroup comprised of community, state and federal government leaders to address issues related to the proposed San Francisco International Airport expansion.
While employed with the Canadian Federal Government, Mr. Schabracq held several policy development positions involving community planning, housing and transportation. As senior planner for Newfoundland and Labrador Coastal Service for Transport Canada, he implemented an integrated freight/passenger air and marine transport system serving 150 isolated communities scattered over 2,000 miles of rugged coastline. In addition to serving as a policy analyst for the Federal Provincial Relations Office/Privy Council Office, he authored a number of publications for the Science Council of Canada on communications, public policy and artificial intelligence.
Mr. Schabracq received a Masters in Environmental Studies from York University, in Toronto Canada, and a Bachelors Degree in Geography from the University of Toronto. He was the recipient of the Netherlands Government Fellowship and pursued graduate studies in urban planning at the University of Amsterdam. Mr. Schabracq is active in local environmental organizations and is an adjunct faculty member in the Applied Technology and Architecture Program at the Santa Rosa Junior College. He is also a licensed general contractor in California. He is a member of the Canadian Institute of Planners (MCIP) and the American Institute of Certified Planners (AICP).
